On the morning of May 22, 2026, a delegation from the Provincial People’s Committee, led by Mr. Doan Thanh Son, Vice Chairman of the Provincial People’s Committee, inspected the implementation progress of industrial park and industrial cluster projects in Huu Lung District, including Ho Son Industrial Cluster 1. The delegation included leaders from provincial departments and agencies, leaders of the Huu Lung District People’s Committee, as well as relevant enterprises and contractors.
According to the report, three industrial park and industrial cluster investment and construction projects are currently underway in Huu Lung District, including the VSIP Lang Son Industrial Park infrastructure investment and business project, Ho Son Industrial Cluster 1, and Hoa Son Industrial Cluster 1.
As of the end of May 2025, site clearance for the Ho Son Industrial Cluster 1 project had been effectively carried out by the Huu Lung District People’s Committee and the project investor. Specifically, the Ho Son Industrial Cluster 1 project had completed site clearance for a total area of 73.76 hectares.
Regarding construction, the investor of Ho Son Industrial Cluster 1 is actively completing construction procedures and implementing site leveling and drainage system works. Of this, 40 hectares of site leveling to the designed elevation has been completed. Ho Son Industrial Cluster 1 has also disbursed more than VND 200 billion for site clearance and construction works.
During the inspection, representatives of the investor, the Huu Lung District People’s Committee, and provincial departments and agencies focused on discussing the investor’s recommendations, including difficulties and obstacles in infrastructure investment; site clearance; issuance of land use right certificates to the investor; local adjustments to the planning to attract secondary investors; expediting construction permits for project components and facilities; expanding existing roads to improve traffic connectivity with industrial parks and clusters in the district; and supporting the investor in completing procedures and documentation for the environmental impact assessment report.

In his concluding remarks at the inspection, Mr. Doan Thanh Son, Vice Chairman of the Provincial People’s Committee, acknowledged the active involvement of provincial departments and agencies, the Huu Lung District People’s Committee, and the investor in implementing the projects, particularly in site clearance and on-site construction. These efforts have achieved positive results. However, the project implementation process still faces several procedural obstacles, and the progress stipulated in the issued investment registration certificate has not yet met requirements.

Regarding tasks for the coming period, the Vice Chairman of the Provincial People’s Committee requested that the investor of Ho Son Industrial Cluster 1 coordinate with the Department of Construction to urgently accelerate the appraisal and issuance of construction permits for project components, enabling the investor to proceed with essential infrastructure construction. The investor was also requested to coordinate with relevant departments to receive support with procedures for adjusting the investment policy approval and the feasibility study report for the construction investment project.
